Script to rename PDF from auto generated name to footer

I have a folder that gets multiple PDF's written to it, and the PDF's have generic names the increment numerically.

The footer of each PDF contains a unique name, and I would like to find a script that would:

- Read the footer

     a. Rename file with footer name. (if exist add a unique character to the file name and do not overwrite)

     or

     b. Check path to see if folder exist with footer name

          1. If exist, move file to folder

          2. If not exist, create folder with the of footer and move file to new folder.

I found a bash script that will do option B, but would like to find a script that runs on native Windows 7.
